Is there any way to conduct an employee survey using HCM questionnaires?

We need to conduct employee surveys on different organization levels. The closest functionality I was able to find in documentation are Skill Reputation Surveys, but the recipients there can only be peers or direct reports, so I am missing indirect reports to cover the whole organization under a manager.

And, we need this in the mobile app.
