What are the main differences between Request Approved and Requested within Global Access Group?

Hi all,

I need your help to better understand what the main differences are between Request Approved and Requested within Global Access Group.

Within the Oracle documentation I found this chart:

So, I tested on 2 Global Access Group both status inside the Manager Self-Service Settings:

However , the results obtained are different from what is mentioned in the documentation (1 screen), because:

1) In the first case, manager received a notification in which it's mentioned that the approval was made by from 'System Workflow', and learner received 2 notification (one because the course was submitted for approval, and immediately after another one because the course is approved and pending fulfillment) but in order to enroll in a course offer, the administrator (HR Specialist) needs to change its status to "Activate Assignment" (screen below).
