How does an incident owner access the incident he is assigned to in Health and Safety

Hello Experts 

Could any one clarify on How does an incident owner access the incident he is assigned to in Health and Safety. Does the incident owner be assigned with the EHS Manager role?. 

"Only an incident owner, reviewer, or approver can link an incident if they have an assigned role in the related incident. The
linked related incident is available to the incident owner, reviewer, and approver in the read only mode." --> Came across this in user guide. 

The owner is not able to access the incident through Incident Safety Task. Should the incident owner have access to the Safety Incident Management task to gather information about the incident to act upon it and close it.
