Can a rule be written for <$1 balance changes?

Summary:

Looking to add a rule that will auto-submit and auto-approve a reconciliation after a GL load that has a net change of less than $1. However - we need to ensure the reconciliation has been through BOTH preparer and reviewer initially. Has anyone had any success in writing a rule to accommodate this?

Content (required):

An example - Rec 12345 has a balance of $100 on BD1 at time of first GL load. The preparer has explained the balance and submitted it to the reviewer. On BD 2, in ERP there is a .50 adjustment booked, which is ultimately loaded into ARCS. Since the balance change is < $1, we would like the rec to auto-submit to the reviewer since the preparer has already looked at it. If the reviewer had approved the rec initially, we would want the rec to auto approve. But if the rec was still pending reviewer approval, we would want
