How do I end date the current Grants Contract Manager and add a new Contract Manager?

Summary:

I have a contract organization with Employee A listed as contract manager. There are also other resources with Employee A listed a Contract Manager. Employee A is leaving the company and Employee B will replace her. Both employees are still active.

I added Employee B as principal investigator on Manage Grants Personnel screen.

I receive error Unable to retrieve content. Additional information for "Remote Region error #1" when trying to add resource on Manage Resources screen.
