Providing "Transaction Console" access excluding other Configuration access

Summary:

Hi Folks,

Can we provide access to "Transaction Console" with all status (Completed, Failed, Draft, Pending, Stuck and Submitted) excluding other configurations such as Configuration of "Approval Rules", "Configuration" tab etc. which are coming through the role "Human Capital Management Application Administrator".
