I have a Learner that has to have this learning on her transcript for compliance.

Summary:

We have a learner that have this learning assigned last year. The learner is a rehire and MUST have it on her transcript again. Why won't it allow me as a Learning Specialist to add it again with the new rules? There is no content, we just needed a way to show someone did a return demonstration before the observation checklist was available. We are getting ready to use an observation checklist but need this on her transcript before this happens. Is there settings I am missing.
