How to enable warning messages as part of OM extension.

We want to enable warning message on sales order page via OM extension.Currently even if warning is there , order are submitted automatically and warning on tha order get disappear once revision merged.Warning should give option to user if they can proceed with submissions of order. Any code sample will very helpful.
