23C Approval of Project Time Entries notification to approver is blank

We have recently started experiencing the below issue where the time entries approval notification does not provide any details/breakdown of hours submitted when viewed (either by administrator or manager):

The issue seems to have started around the 23C release testing, however we are not aware of any changes that have been made to the roles etc. As we see previous release approval notifications gives details
