EEO4 Audit Report shows 'Salary basis information is missing for this employee' for all employees

Having an issue with EE04 report that generates output with the following message in exception report; the message is reported for all employees although there is a salary basis attached to all of these employees.

EMPLOYEE NAME,PERSON NUMBER,GENDER,JOB CATEGORY,ETHNIC ORIGIN,ASSIGNMENT TYPE,ANNUAL SALARY,ERROR MESSAGES

In the Audit report (PDF), employees are not reported in the Salary Range category
