Searching for Items with Description and the condition operator is "Contains", throws an error

Summary:

When searching for Item description in Manage Items of PIM with operator as Contains, causes an error as shown below. However upon looking on Oracle knowledge base, found this note and it has a series of steps to follow and say that this issue is resolved in 11.3.21.10 and later. But I tried followed the instructions in the link and also we are on 23C, but still get the same error. Can somebody throw some light on this?
