Customer is planning to implement Shared HR Model in Oracle fusion as HCM is not licensed. We understand employees can be created by following ways.

1.Hire an Employee

2.Manage Users

3.HCM Data Loader

What is the recommended way to create employee/Worker since customer is planning to implement shared HR modeIs there any HCM licensing obligation if we use "Hire an employee"/HDL(In Manage User navigation many details like Gender, Positions are not present, but these details can be maintained by "Hire an employee" navigation)
