HDL- Loading Assignment Extra Info but failing to historical Assignment row validation (FND_FLEX_SEG

Hello,

I am trying to load (insert) a row into Assignment Extra Information (AssignmentExtraInfo). some of the rows are failing with error message as JBO-An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-FND:::FND_FLEX_SEG_VAL_NOT_IN_LIST: Site Code **** is not in the list


Site Code is at assignment level. When checked, inactive Site code is not the current row. It was historical. After this inactive site code there are many rows in Assignment table. Looks like Assignment Extra info is validating all rows in the Assignment even though they are not current/ effective row.
