How to get the Generic Password reset link for users?

Summary:

We have a specific requirement to open up enterprise onboarding journey only to a specific location. So to enable the pending worker access to the HCM system, we need to send the notification through journeys instead of "User Categories" in Security console. To do so, how can I get the generic password reset link? I did try using the "Forgot password" link, but that takes more than one email (welcome email => click on "Forgot password" => password reset email => Reset password).
