My account got hacked, how can I get it back?

Summary: My account got hacked 8 months ago and I cannot connect to it nor change password

Content (required): My oracle free tier account got hacked in december of last year, when I try to connect with my username it says the password is wrong, when I try changing it I never receive the email, and my email got changed from the account. I since tried to seek help, but never received answer. So now i'm here trying to get my account back.
