Projects Billing Draft Invoice Template

I have a requirement to Change the Template of the Draft invoice generated from Projects Billing Work Area , the customer needs to change the seeded Template , and they don't want to use any of the 3 Seeded Templates that oracle Provides for the Draft Invoice.

Does any one knows how to Change the Seeded Draft Invoice Templates ?
