Custom Role Creation: To allow BULK transfer of Manager's direct report to some other line manager

Summary:

We have a business requirement where a Line Manager (LM) can BULK transfer its direct reports to some other line manager.

I do understand that with a standard LM role:

a. Manager can transfer its direct reports one by one to another line manager.

b. A super manager can BULK transfer its underlying Manager's direct reports to other Line Manager.

But the Manager can not BULK transfer its direct reports to another line manager.
