How to grant users access to report that was built using Projects - Performance subject area?

Summary:

Users are able to access report built using the Projects - Performance Reporting Real Time subject, but not the data that populates the parameters needed to run the report.

Users have the following roles:

Project Manager

Project Team Member

Project Execution

BI Consumer

I've also tried to follow Doc ID 2683212.1 without any success. Support refuses to help me since it is a custom report. What am I missing?
