How do I show bookmarks in a Book saved to PDF?

Summary:

We have been migrating all of our books and reports from FCCS to Narrative. In FCCS, a book saved to PDF included bookmarks when opened in Adobe, but I don't see this option in Narrative Reporting. In FCCS, it looks like it was tied to the Table of Contents ( I couldn't find anything that indicated "bookmarks" specifically), and although I have added a TOC in the equivalent Narrative book, only a few random bookmarks populate. Am I missing a step?
