Manage Person Security Profiles greyed out

Summary:

I am trying to build an IT User role that can access and create and edit data roles. Thus, I gave all the privileges from manage hcm data role, over manage country security profiles etc. as well as manage person security profile privilege. As you can see, after regenerating grants and running the import user and both ldap processes, my test user with the newly created role is able to do everything, except for the task manage person security profile. But the privilege is assigned to the role?! How can that be?

What can be the issue that manage person security profile is the only one greyed out? Is there another privilege needed to access this task that I am missing? I could not find any documentation, thus I am asking the question here.
