Fusion OTL Workflow 2 Approvers - 1 Line manager, 1 Dependant Field Cost Code Department Manager

My client wishes to have default timecard approval arrive to the Line Manager in the first instance (primary approver), additionally if the employee selects a different Cost Code from their home department code (set in employee layout by using a Dependant field) then the manager of that department (associated with the Cost Code) is to then approve the timecard after the line manager as a secondary approver.
Is this possible?
We see from the 23C Implementation guide that it is possible to have Line Manager as primary approver and then the Cost Centre Department manager to receive an FYI notification (See page 149
