Record Issue not showing in Menu

Record issue menu item not showing under Settings and action

Record issue menu item not showing under Settings and action. .The only way to show it by using the seeded 'Employee' role and using seeded 'Application Administrator' role. We wanted to create a custom role and include the privileges so that the Record issue with advanced option can be performed from the Settings and Action->Record Issue option.
