MFA for Pending Workers

Summary: We are looking for a solution to introduce MFA for pending workers, while we maintain existing SSO for our employees.

Content (required): We use SSO with O365 for all our employee accesses. We now are planning to launch pre-boarding via JOurneys, however, we have a requirement from our security team that pending workers log in is done with a MFA.

Looking at different documentation, we cannot find a solution that would be already present within Oracle. Is there a way to implement MFA without SSO or IAM?
