Requirement to schedule Pick release by customer

Summary:

Our requirement is to create Pick release based on customer by customer.

If we release the Pick release rule by customer, and the pick release rule count is around 900, then if we schedule these 900 rules then will it create any performance issues? or can we create 1 request set for all these rules?

Can you please suggest any better solution for this requirement?
