Both BOM and item master can specify Value and Country of Origin. Is there a place to set the sequence to look up those values?

Both BOM and item master can specify Value and Country of Origin. I got the impression that there was a place to specify the lookup sequence (either to pick up value from BOM or item). However I cannot find any property. Neither could I locate anything from help content. Is the lookup sequence fixed today? Thanks in advance!
