SPOTBID feature - Minimum and Maximum percentage to block service provider bid offer

Summary:

We are implementing the SPOT BID functionality using the Minimum and Maximum properties, released in version 23A Update.

We have a requirement and would like to understand if the parameter can be used only when the system rewards the service provider offer, or is there any way to block the offer when the service provider is making a bid that is outside this range.
