Can you assign System Admin access to Narrative Rptg when the user has Power User role in EPBCS?

User is assigned Power User role in EPBCS and System Administrator role in Narrative Reporting and it is not working as expected.

User is assigned Power User role in EPBCS and System Administrator role in Narrative Reporting and it is not working as expected. It appears as if Power User is taking precedence over System Administrator even though they are 2 separate pods. Is this the expected behavior? As Service Administrator I am not able to see the assign access icon when I Inspect a folder in the library to assign the Power User group so we figured to give the user Service Administrator to just Narrative Reporting but he still cannot see any of the reports.
