I need insight on refreshing data during an open cycle

Our historical practice has been to put a data freeze in place while our compensation cycle was running.  No changes could be made in our HRIS (PeopleSoft) due to concern about the daily feed that went into Fusion overriding employee information in our merit workbooks.  You can imagine the problems this creates for operations with a two-week data freeze.  My question is:  Will the daily feed from PeopleSoft into Fusion impact employee data in the merit workbooks IF there is no refresh done?
