Help setting up MFA with oracle identity service - documentation does not match my console

Oracle Cloud regularly emails to ask me to set up MFA on my cloud accounts, which is a sensible thing to do. I've followed the Oracle documentation it doesn't match what I see in my console. I'd appreciate some help to get this set up.

I'm logged in using oracle identity service credentials, which was the default that was created when I set up my Oracle Cloud account. When I go to the help menu it has a link to help to enable MFA, which goes here. The second step says "Click Enable Multi-Factor Authentication". That doesn't appear anywhere on the screen.
