NR - FUP Notifications

Summary:

In Oracle NR, FUP reviewer/approvers receive email notifications even when no action is required of them.

We know we can turn these off in User Preferences, which are user specific and defined by the user, not by the Service Administrator or globally. Some users have previously disabled them in Test, but after this last August patch, I believe it somehow got turned back on...

Since we don't necessarily need these in Test Environments, is there another way to have these disabled rather than having each user disable them?

Can notifications under User Preferences be turned off on a global level? Or will each user need to go in themselves and turn off?
