Citizenship Status definitions

Need the definitions of the values for Citizenship.

Content (required):

Currently we are rolling out Core HR for Malaysia. It seems Malaysia has localizations for Citizenship Status values of 'Citizen', 'Foreign Worker' and 'Permanent resident' apart from the global values 'Active' and 'Expired'. Now Malaysian entities have confusion with regards to selection of 'Active' and 'Citizen' as they are not able to find a legislative definition difference between an Active Citizenship status and Citizen. Secondly, why would Foreign worker be selected in a Citizenship block.
