Add Accessorial Cost based on Shipment Status

Summary:

There are few carriers who are charging our client if a shipment is cancelled after the carrier had accepted the tender.

Content (required):

We want a feature where we can configure a 'CANCELATION' charge as part of the Rate Record Accessorials. But, this cost should get added onto a shipment when the external status on the Shipment is set as 'CANCELLED'.
