How to make Headcount field get populated with blank value in "Edit Pending Worker"

When we try to edit Pending Worker assignment details through Edit Pending Worker, the Headcount field gets auto populated with zero.

Due to this when we submit the changes headcount field gets zero as its value. After this when we convert PW to Employee this zero value remains throughout in active employee assignment info as well.

There is no value in headcount field in Pending Worker Employment info, we want it to remain as it is until we convert Pending worker to Active Employee during which it automatically gets converted to 1.

We want that headcount field should remain blank in Edit Pending Worker unless someone tries to edit it.
