How to configure Internal Supplier Approval for 2 level where at each level we have multiple person 

Content (required):

We are trying to set internal supplier approval with routing Parallel and 1st responder Wins but it is not working as expected please guide on same .

We have 2 approvers at 1st level and 2nd level but condition is first responder wins means if any one can approve it will go to next level

below setup we did , but here it is not working as 1st responder wins , it is asking for both the approvers to approve


Please advise on same .
