Redwood location page has spinning wheel under Legislative Info

Summary:

We are trying to determine what blockers remain to moving forward with some of the redwood pages. I am unsure if this spinning wheel is a configuration miss or a gap in product functionality. This is not a flexfield, we have the delivered legislative info set to visible via the HCM Design Studio. Can someone advise if this is expected behaviour or if I have missed a step in the configuration?
