Multiple Quick Actions with the same name

Summary:

Hi - We are currently in the process of setting up ODA (Oracle Digital Assistant) and some of the deep links were not working. We figured out the issue was that we were showing the wrong quick action under My Team. Now that we are showing the correct one, the deep links are working. The thing that is confusing to us is why there are two quick actions for each action within the structure section. When I look at Transfer or Promote there are two options. We had one visible and one not and apparently the one that was needed
