Line Manager Unable to View Employee's Change Statement

Hello -

We just completed our LTI cycle using Compensation Statements.  We opted to print and distribute them and afterward, post them to the employee's compensation history.  In testing, the employee can see generate statements via the Compensation History just fine.   However, when the line manager views them via My Team > Employee > Compensation, they see their own generated statement and not the employee's statement. 

Has anyone else encountered this?  I feel like this may be a security profile/data role/BI Publisher issue, but am not entirely sure.
