Do you know why is it not possible to select Project or Expenditure Organization?

Summary:

Do you know why is it not possible to select Project or Expenditure Organization?

I have set like the following screenshot.

But I can't select "01:製造" in Organization - Manage Financial Plan and Expenditure Organization - invoice (AP).

Is there not enough setting?
