How to enable Flat Rate pricing for Shipping charges in sales orders?

I need help in enabling Flat-Rate pricing for items in Shipping Charge Lists setup.

Content (required):

I am trying to setup Shipping Charge List (Freight/Handling etc) for sales orders. As per the current functionality, I am able to setup item-wise shipping charges. However Flat-rate doesn't work. As per Oracle Documentation, "Pricing doesn't support the Flat Rates tab in the current update". And also another note says, "Fusion Pricing execution supports only item-specific shipping charges".

Why do we have a tab specific for Flat-Rate and an option which doesn't work? Or is there a way to make it work?
