External Rating Engine: Shipexec for Parcel Rates - rexRateRequest payload not working

Summary:

We are setting up external rating engine to connect with Shipexec for Parcel rates. Integration between OTM and OIC not working for transforming the rexRateRequest.

Payload generated is given in Code Snippet. Unable to transform this payload to OIC Consumable format getting Response (ERR 415). Am i using the correct XML? If not, does anybody have a sample payload?
