Rel13UPG: Employee "View Person Skills and Qualifications" privilege does not work

Hi All,

After the latest patch (September monthly) was applied past weekend, we found that when an employee accesses another employee's Skills and Qual page through Directory, the employee gets a blank page with no content showing on the page.

This behaviour is the same with the seeded employee role as well. I regenerated grants multiple times for both the custom employee role as well as for ORA_PER_EMPLOYEE_ABSTRACT roles and verified, but the  issue exists.

In going through the HCM security reference guides, I did not find the View Person Skills and Qualifications listed. Has anything changed? Why can employees NOT access other employee's Talent Profiles eventhough the access is driven by public person security and View person skills and qualifications privilege?
