RBS Hierarchy

I have a RBS Hierarchy as Organization and below Expenditure Category. This is working fine.

I do also notice though that in my budget I am able to pick the Resource as only Organization, but I need the user to only pick the combination of Organization and Expenditure Category; is there a way to not have the upper levels of RBS show? Thank you.
