We are seeking clarity on the methodology for counting user licenses within Oracle Cloud HCM. While we are aware of the availability of SaaS usage reports and Matrix reports, we are specifically interested in understanding the approach for the following scenario and how user licenses are accounted for in this context. Scenario 1:- User account created with no person record or Person number associated that is we directly create the user account in the security console. For example, the user account name is HCM_Support and they have the following roles. They don't have an active assignment record associated with this account.
