When creating a new project and project budget the resources don't reflect what is in the PRBS

Hello,

We are in a DEV environment Cloud 23B. We originally had our PRBS by Expenditure Category and Type. Through testing we decided we just need one by expenditure type. When I associate the new PRBS to the Template and create a new Project and Budget, the Budget does not reflect my new resources. It still holds all the old and deactivated expenditure type/category resources. When I try and add my new expenditure type resources some of them conflict with the old ones. (have allow changes at project level =on) I am unable to build my budget correctly
