Exclusion Rules Applied to Historical Records

Is it possible for exclusion rules to apply to historical records?

Content (required):

We would like to use the exclusion rules to prevent visibility for HR teams to the HR departments. Testing looks promising but if there are workers that were in HR departments and have transferred out then all of the historical employment and compensation data is visible even from the time they were in HR departments. Is there any way to apply the exclusion rules to the full employment history and not only the current assignment?
