Are any other UK customers experiencing problems with emails from HCM being blocked recently?

We are starting to get emails (delivered as part of HCM Extract Output) from Frankfurt IP addresses and they are being blocked by our anti-spoof policy but they are genuine emails from our environment.

the SPF we have setup is:

When we check the IP address that the blocked email has came from, its not listed in the SPF for or indeed

It looks like Oracle need to add the IP Address or range to their SPF but when we contacted support we have been told the setup at Oracle side is fine! (the SR is still being worked on)
