Use Project Administrator role for 'Capture Progress' (Track Completion)

Content (required):

We are implementing Project Financial Management and we have realised that when we want to capture the Physical Percent Complete via the 'Track Completion' task option, only the 'Project Management' team member has access to see the 'Capture Progress' button. We want to know if is possible to add a privilege in the Project Administrator job role to allow the access to the 'Capture Progress' option to any user assigned with the Project Administrator role
