Is it possible to make the "attachments" field mandatory in a document type only for HR Managers?

The HR Managers must insert an attachment before approving the document type. Can this field be made mandatory only for the HR manager?

Hi,
The employee sends the document type to the HR Managers for approval. Before approving it, the HR Manager needs to insert an attachment. (This is done via the "edit" button, as shown in the attached pdf file).
The page with the "attachments" field opens. Is it possible to make this field obligatory only for the HR Manager? (The field is shown in the pdf file).
