How to remove the set baseline function from the actions list in the Manage Project Plan?

Can I remove the 'set Baseline' function from the actions list in the Manage Project Plan?

I tried to create a custom role and remove the 'Manage Project Work Plan Baselines' privilege from the 'Project Execution Custome role' I created before to be able to remove this privilege from it, and removed the project execution standards from the new 'Project Manager' role and added the custom role to new Project Manager role, but when I open the project plan after that, I can't see the project plan, and I am transferred to the 'Manage Financial Project Plan' directly.
