Unable to select the new Withholding tax category code

Summary:

We have recently created and configured a new TDS category code on Oracle Fusion. User has create PO and when trying to match the invoice with that PO and select Save button we are getting error "The Value in the attribute withholding is not valid.". If we can get an assistance in case we have missed any steps and configuration causing this issue
